Newbie Qs. Please Help.

1) It was only recently when I tried to play backup Dvds did i enounter problems with my Ps2. I was told i needed Neo2x (and GS1.9) to startup the games, but my PS2 was bought fixed by the manufacturer, hence i didnt bother to ask if I had Neo2x for that matter. Is it possible for me to find it out myself? btw: i can play backup Ps2 games fine, only problems with dvds.

2) What does TOC mean?
