To convert to DVD9, just put 2 Data.bins in one folder and the same thing with other files:
e.g.
FIFA_19_DVD1:
Autorun.inf
Data1.bin
Data2.bin
setup.bin
Setup.exe
Setup.ico

FIFA_19_DVD2:
Autorun.inf
Data3.bin
Data4.bin
Setup.ico

FIFA_19_DVD3:
Autorun.inf
Data5.bin
Data6.bin
Setup.ico

FIFA_19_DVD4:
Autorun.inf
Data7.bin
Data8.bin
Setup.ico
