Need a trusted cmd file splitter for splitting archives

as the title said I need a cmd trusted one to split & joiner arc files by size

I know there are many in google but each one has its own method so I hope someone here has a good splitter which works without a problem on arc archives

I saw a one in ultra arc but no output of it so I couldn't use it
