16 Mb ps2 mem card

Hi,
(1) Can anyone tell me which is the best mem card.
(2) Can I boot ps2 backups using a 16 mb mem card and my neo 2.2 mod
(3) where can i purchase the card from.

I have a scph 30003 v4, neo 2.2
