I encountered same problem as @Sichi.
May I suggest that you change step 5's compression from Normal to No Compression or to High Compression? Even if you set higher tier of compression, it does not matter too much because initial .cab file is not that big. Decompression of that archive is not taking long. Works with both of those, and as someone else wrote, Normal sometimes tends to fu*k things up. I encountered same problem with Arkham City. Installation was bugging out until I changed .cab's compression level from normal to something else.
