I think a step down transformer would work better.
In the case of the TV you would need to look at it and see if it has the inputs for NTSC. The manual also comes in handy - you know the old saying - 'if all else fails, read the instructions'. You could also feed output of PSX into an NTSC compatible Video Recorder which are far more common.
