When I started making backups of my games I used gold Kodax disks.
My PSX was the 1st model and it packed in after a while. So I bought a new PSX (7502) and the gold disks would skip etc on the new machine. I copied my backups to a different colour CD and have worked fine ever since, even the ones copied from the gold CD's. So the CD media may be the fault.
