seriously...
1. run the launcher 2. click 'data files' 3. scroll through the data files, make sure 'anchorage.esm' is selected (if it is not present, please make sure the anchorage.esm file is in the \data directory, in the folder you installed fallout 3 into)... 4. click ok 5. click play 6. walk around for a few mins and wait for the radio signal (assumption also made that you've upgraded to the latest patch)... (also, if you're using any other esm's etc, which are NOT any of the dlc, it might also be a good idea to uncheck them in step 3)...
