read and write cdrwin speeds

can anyone answer once and for ALL the question of read and write speeds that should be used for cdrwin? Ive heard so many variations on the answer..
I know that you CAN make a working copy using highers speeds than 1X, but does it REALLY reduce the quality of the backed up disc?
