sim city 4 deluxe edition version 1.1.640

Hi all!
just wondering if anyone is able to make a no-cd out of this latest version of Sim city 4 deluxe executable. It seems the effort has been successful up to version 1.1.638 but not 1.1.640. I put a link to the file (hope it's ok to do so) and challenge all who are capable to give a crack at it!

(as far as i know the exe is SD 2.9 protected if that helps)

(the actual file name is SimCity 4.exe, i changed it and can't remember why i did that)
