Problems with Rome on XP 64

Every time I try and start Rome it tells me that the program failed to find DirectX 9. The version of DirectX on the CD is incompatible with my version of windows (XP Pro 64) and yet when I download DirectX for this version Rome still fails to open.

any suggestions?
