Memory dumper on ps2

Hi!
I would like to ask if it's possible to develop a little application same as the patch finder built in pcsx2 and put it on a cd to use into the real ps2 to hack codes, patches, etc.. A thing like an armax that ask for the game or loaded by memory card then I put the cd of the game then I can hack some codes.
Is it possible? It would be awesome and I pay for it!

I would like to hack Metal gear solid 2 substance to have hf blade but pcsx2 still cant emulate it
