SimCity 4 1.1.638 w/ No-CD... now mods don't work

Actually no, they don't. I guess this is an issue with the .638 update, and not the no-cd patch. I wish that I could find some info on modding the new version. I love the game, but I want to make it more interesting. I just don't have the experience to mod it without some info. The pre-638 tutorials don't seem to work. Thanks for the reply.
