SimCity 4 1.1.638 w/ No-CD... now mods don't work

Does anyone know why after using the SimCity 4: Deluxe Edition no-CD patch (from GameCopyWorld) no Mods seem to work? The only thing that I have been able to make work is the lates Networking mod. NOTHING else seems to work. Just wondering if I was the only one. thanks
