Thats possibly because out of all the countries Germany's games are most times configured differently, because of gore etc, wheras most other countries can 'in most cases' just use the english version files.

Also a lot of times German games can use different protections as well.

So its not really a case of Germany has the most users, even though they might have, its just that the German games need their own specific files.
