problem with game start...

I'm start the PCSX 0.8 SSE2...all is ok...
when I start the True Crime New York City (ISO image) it don't start...
the frame are working but the game doesn't start...
I'm using PEOps CDVD plugin and GSdx9 0.8 Video plugin..help me...
