I dont think so! Its more like a patch. There are many language changer for different games on fan sites and official sites (you get a english to german converter for galactiv civ at the homepage). And do not forget: There ist also a patch for AOE 3 at GCW! And if you think, every changing from game files is illegal, you have also no right to use a no CD Crack!
To the main post. You should look at fansites for such mods.
