Nero has a built in normalizing filter. Simply drop all the files (no matter what codec they use, unless you have the necessary nero codecs installed) into your compilation and choose your normalisation method from the filter menu, thus creating a normalized audio cd.
Or google for a tool called wave normalizer, but it can only handle wave files. Hope this helps.
