If people can provide me with information on what the patch process is for converting between PAL and NTSC (and preferably CD image format links to add support for those), then I'm happy to put in the time to write a tool to do this. If you have detailed knowledge (especially source code of existing tools to be extended or adapted) then also feel free to email me directly.
