Having Problems with hd loader

I have a ps2 ver.7 with the matrix mod and 40gb harddrive that came with final fantasy and a free hd loader when I try to load my friends burnt code breaker 9 it will not load even if i'm playing a game without it and try to reset the game it will not let me I would have to turn the power off in the back then on again for to play a different game instead of just hitting the reset button but that's a another problem why can't I get CB.v9 to load.
