i set everything to ****ing minimum and did all game.ini tweaks i was able to find. didnt test your game.ini though.

i have nearly the same:
athlon xp 2600+
1 gig ddr ram
gf4 ti4200

and works here just fine if i put everyting on minimum i only had some problems with my driver but thats it... (and all the bugs in game offcourse)
