Driver 1 & 2 Problem

Hello.
I have all Driver parts (1 and 2cds) on one cd - russian version without half of movies. I need to run this cd with Action Replay / GameShark or Xploder to play with codes and with 60Hz support (Import Player). But all of my cheat machines are uncompatible with this cd because ther is no SYSTEM.CNF file that is scanned by chaet machine. Without this file (SYSTEM .CNF) the game wont boot with AR / GS or XP. Self (without cheat tool) is working fine - PS-EXE file is named PSX.EXE that Playstation recognize as default file and in this option SYSTEM.CNF is usless but for AR is needed.

I copied all files to hard disk using ISO Buster and CDmage and builded an ISO using Xerosoft PSX CD-Generator. Into selector and Driver 1 working fine but Driver 2 have long loading times (about 3 mins to get to the intro). I used CDmage to obtain the image and what I saw? There is something wrong with LBA (files in DRIVER2 folder have distant LBAs) so I cant build the image because is take a lot of time

So my question is:

There is a way to add a 60kb file named SYSTEM.CNF to image cd (with hex editor or any tool)? Or maybe someone have a better idea?
