That’s the worm gear that drives the laser from the center to outside edge of the CD/DVD while it reads. It does not move the tray. When you press eject it will drive the laser to the hub if it is any other place, then drop the laser assembly so the tray can eject. When the tray is reloaded the Laser assembly will rise back to the CD surface and attempt to read.

Perhaps your machine is not following that eject procedure for some reason. It works fine if you eject from standby mode?
