GTA 2 Multiplayer Internet

hi, have a situation, Im able to host GTA2 online, and my friend #1 , is able to join in, but my friend #2 is not able to join in. Me and my #1 friend we both have windows XP , and friend #2 has windows 2000 , he also has all of his critical updates done, and us 3 have a router for our online. Im connected directly from the modem so i can host and get a IP address. Any suggestions for my friend #2 to try so he can see me hosting to play in my server?
