NTSC DC and PAL DC

Hi everybody,

Here ia an easy question for you. Will a DC console bought in USA work in Europe, where they use PAL TV. IS there a way around or not. I am buying a gift for somebody there and I do not want to be unpleasently suprised...
I am aware about difference in the power (110v to 220v there)
