Help w/ Dnsampling .afs file for Project Justice(US)

Looking at the ripped data that is off of the gdrom, there are few .afs files. The biggest one is Udcsdm.afs file, which is about 450mb. Tried using afs_extract.exe and adxencodehelper.exe, but both report that it is not a afs file!!??? The other afs files are small, except this one other 100mb afs file, which can be dnsized. But it won't work(or fit) unless the udcsdm.afs can somehow be unpacked n downsampled. If anyone have any idea on how to dnsized the Project Justice(US ver) data to fit on a cdr, please help. Thanks in advance.
