Question Desert Storm II for PS/2 Troubleshooting

I am new to FileForums, thanks in advance for any information.

In the game is a level "Street Battle". The character's uniforms look fine with the colors, detail and all. Obviously, when you do not succesfully complete that task you have to reload the saved game again. At the "Street Battle" while game is loading the left side and top of screen flash red. Once you have control of the characters, their pacs and hat look fine but the remainder of the character is a boring gray. Just a shape. They still move like normal. The remainder, buildings,roads, enemy all look fine.
Software problem? Hardware Problem? Don't worry about it? Have to use reset to get back to normal but that doesn't seem right.

*Tried loading that part from the other memory slot. May not be a memory issue.

*Does the same thing on a rental from blockbuster as well as brand spanking new game.

*Haven't tried the software on another PS/2 yet.
