self boot and comndlg32.ocx w/ windows XP beta

I am trying to make utopia bootable games self bootable. When I try to execute any of the utilites that are supposed to do this they say that the Common Dialoug of comndlg32.ocx failed to load. I am using these progams on a machine with the first release of windos XP beta (Codename Whistler, biuld ~2500). Most stuff that runs on 2000 will run on this, any help would be greatly appericated.
