If the TV is less than 10 yrs old probably it will work, if it aint then get a new TV. It'll work out cheaper than buying new Pal games. I take it though that your TV is a portable one, and the fact that it has no scart, but does have AV is strange.
Don't get AV & RF mixed up though, AV is composite Video & Audio on separate phono leads. RF is through the aerial. If the TV has only RF then it will not play NTSC games.
The only way to find out is to try.
