How To Change an ISO from 50HZ to 60hz

I've used NTSC2PAL or waht ever .. but once the patch is done, it says patch not found. The mean the game can't be patched, or that im missing something?

If you know how i can change an ISO to 60HZ from 50 PLEASE tell me .... gimme a couple links if you can. This is driving me nuts. Without it the game runs, but the screen flickers, like the vertical hold is broken. Im trying to patch Blaze MP3 DC.
