Utopia boot disc

I have a question...

I am having trouble getting my Utopia boot disc to play games. All my import games are Japanese. When I put Sega Rally 2 in, it loads the game up to about 93% and then freezes. Virtua Fighter loads completely but then the screen just goes completely black. Sonic Adventure works perfectly, though. The Japanese Dream Passport (internet browser) loads up, but when it's loaded it takes me to the standard options screen that you get when you start your Dreamcast without a game in it: ie, Play Game, Play Music, Edit Files, Edit Settings.

I also have a copy of the US internet browser burnt onto a CD by a friend. I need the Utopia boot disc to play this on my PAL Dreamcast, you see.

But when I put that in the Dreamcast, Utopia acts as if I haven't changed the CD at all.

Is my Utopia CD faulty, or does it just have limited compatibility? Do you think my US browser could be faulty?

Any suggestions would be extremely appreciated.
