Import Game

A friend of mine has bought an Import game for the his ps2 which is not chipped so there is no way for him to play it now.He dosent really want to have a mod-chip installed either. I remember reading a long long time ago that the Action replay allowed you to play original import games on the ps2 is this true? If not than what alternatives does he have to get to play this game,other than a modchip? Thanx for any help.
