Downsampling Ps2 movies??? help!!!!

I need help on this one very bad....I downloaded batman vengeance and it is on a 80 min disc. I have a Jap PS2 SCPH 10000 and in order for games to work, the limit has to be 71:04 since i use the utility disc as my swap trick. I read in the other forums that it can fit to the 71:04 min by downsampling the movies but they didnt wrote what program I had to use. So my question now is that what is THE program that I have to use to downsample the .pss movie files in Batman? And if ever, can u guys to teach me how to use it? tnx.
