Here's the response from Take2.... at least they are aware of it !

We have also seen this issue with the game and believe it may be an issue with the drivers for the Joypad, as some USB joypads have this problem too.

Therefore, try updating the drivers for the Joypad/Joystick and try again.
Also, if you are using a USB Convertor Controller which is used to connect two controllers, try removing the second controller device from the Windows Device Manager.
Then try the game again.

Unfortunately, we do not have a list of compatible/in-compatible Joypads/Joysticks for the game or any game updates to resolve any known issues at present, therefore
