Just occured to me, we're not exploring the common ground.
What gameport are you using to connect your pads? And what drivers? WinXP's default, or CD/downloaded? I'm using a Audigy Platnium eX, which has this silly gameport plug dangling from IO cable connecting the extension card, to the Audigy drive external box. It's there, "just to say it's got one." The "fixed" Audigy2 driver suite is installed, updated to the latest .383 build
