I have emailed Take2 support but got a really crappy half-assed automatic reply that babbled on about Logitech Wheels and made no reference about the problem with joysticks.
This is very lame and I had expected more from the company that brought the classic Vice City out. Perhaps fame and fortune has gone to their heads ? It is absolute ****e that a joystick/pad cannot be used in this game. pissed off  vik
