How to patch

I tryed to patch a game with this tutorial http://www.megagames.com/psx/idiots_...2p/idiot.shtml but it dont work. The first screen appear NTSC but when my psx load the other screen after the first one, it is back to Pal and no more return into NTSC. I wanted convert Pal2Ntsc.
Y it happens and how to fix it. Answer me plz.
