Nero question

i read a post somewhere that nero would convert a PAL encoded movie to NTSC. Is this true? If it is, could someone tell me what i have to select when burning an image to make the conversion. I've tried burning this a few times and i can get it to play in my portable dvd player, but it will not play in my Sony DVP_S330. I have removed the region lock with dvddecryptor but the PAL encoding is what is causing the problems now. Any help would be appreciated.

p.s. if nero can't convert it, does anyone know of any program that will do it.
