Where to get this patch was recently asked before. Do a search and you will find it. There is no 100% English translation patch available yet though. There is one that is about 70% complete. To apply a patch you have to make an image of the game frst. This is a dvd game so use RecordNow Max or PrimoDvd to make the image. If you don't know how to make an image, read the backup procedures sticky. You need a patch applying tool called ppf-o-matic v3.0 to apply the patch. You can get it here.
