Voltage to the laser question...

This might be in the wrong forum but I saw it posted about here so here goes...

I read in a post below that the NEO family chips send 5 volts to the laser instead of the normal 3.3. Is this true of the no solder pnp key chips as well? I have a magic 3 but my brother has the no solder... I wanna know if his is being damaged at all. Also, I have an older ps2 that I broke (first moding attempt :-) that I Installed a STAR mod chip on It had a capacitor as well, I believe that the STAR chip was very similar to the neo brand, am I right in this?
