PS2 DVD-iso videomode patching

Does anyone know of a soft or app. that lets you patch a NTSC PS2 DVD game iso image (as generated by eg : Record Now DX) to PAL? i.e. - a program similar to the NTSC-2-PAL video mode exchanger by Titanium that lets you do the same thing to PS2 CD iso's.

Thanks, Hopefully theres one out there bacause I need to patch an NTSC GTA Vice City DVD to PAL pronto...
