Magic 2 Chip & Imports

I have a Pal PS2 39003, I have fitted a magic 2 mod.
It does not play ntsc imports and boots dvd+r & dvd+rw inconsistantly.

1) Is there a fault with the magic chip ?

2) Do games generally boot 1st time or is it the norm for a game to sometimes fail on the 1st atempt.
