Can somebody explain me what DOWNSAMPLE is???

Can sombody explain me what DOWNSAMPLE (It´s in the Gran Turismo DVD Rip Toturial, in the first step, must I replace the files with Dummies or what???) is???

I can´t understand, because I´m German.

Can somebody tell me, where I can download ISO Buster and CD/DVD Generator???

Please help me.
