go to this page a get the two patches for fifa2002 and apply them both, ####://www.megagames.com/psx/psx_patches_f.shtml
For the tools to apply them, goto ####://www.megagames.com/psx/psx_patches.shtml and get ppf-o-matic for .ppf files and pal4u patcher for pal4u files. Any problems post another message
