edit main.iss and look for

[Languages]
Name: eng; MessagesFile: compiler ; default.isl ( without spaces to avoid emotion icons showing up )

change it to vietnamese, the isl chould be in placed is inno dir languages subfolder.
C:\Program Files (x86)\Inno Setup 5\Languages
