the program to edit SOME dat files AND most msi files is called "ORCA". Read thru some of the other conversions here, they contain pictures that show the changes made to the MSI file.
NOTE: NOT all dat files can be edited with orca, only those that were msi files but renamed as a dat file by game producer. do a google search for it. Once installed then right click on your MSI file & edit with orca will be in the list.
