bad chip?

Hi i just bought a xecuter 2.6 and i installed it on my xbox which could not boot any dashboard as i f---ed up a softmod and deleted everything,anywho, i installed this chip and now i get a error code of 16 which is a dash error i believe but i mean even with the chip enabled it does this too,is the xecuter 2.6 flashed with a bios or whatnot cause with the chip in i dont need the hard drive at all right, and i had someone look over all soldering points and said they are good but ive just about had it or whatnot so any any help at all would not go overlooked, i know i need to repair my dash, or do i?thanks btw i have a version 1.6
