1) Register with the forum

2) Read the README file, that's what it is there for. It will tell you it is a DOS-based program, and trying to execute it through Windows Explorer, like you are doing, will produce the results you are seeing.

3) Go to ####t Menu->Run and type in Command

4) This will bring up a Command Prompt, now find the GSCDX value decrypter and use the format specified in the README file.
