PAL borders

Tried searching for similar topics but nothing relevant so..

I bought an old psx with couple of PAL games, and it came with a Game Hunter cart and demo disk to enable me to play backups/imports. The guy gave me one game with the machine to prove that it worked. Actually not even a whole game, just disc 1 of FF7. Anyway the machine is PAL but the game disc is NTSC ( well it boots up 'Sony...America' ) so i take it that the game is NTSC. One problem - the game works fine but it has huge borders top and bottom. Btw, I'm using a compatible 60Hz TV and a scart to connect to it.
What I don't get is why if the game is NTSC does it boot into 50Hz mode and will all imports somehow detect the PAL region and boot into 50Hz? If so, is there any way to patch these games to force them into full screen 60Hz mode, cause the seller also has a big import (NTSC/JAP) collection for sale and I'm hesitant to buy them if they will all have borders. I mean if these games are patchable, then I can buy his originals and then legally make backups of them which I could patch.
