Well I don't wanna start a philosophical debate on legalities but the law doesn't really care about a persons conscience. If I kill someone it doesn't matter if I am sorry or liked it - it's still illegal.
I don't know all the laws on testing either but I know for a fact people can go to jail or be fined for it. I don't even know or care what kermit does - I just thought it should be mentioned.
